When the hair grows inside, the body sees it as an invader and sends white blood cells to the area to fight it off.    A good practice is to cut your hair, no matter where it is on your body, while it is wet and always use a moisturizing cream or oil. Keeping  hair hydrated will help the razor cut more efficiently causing less irritation eliminating the need to shave multiple times.
